On April 9, the orientation session for “The 2011 International Affairs Training Program for Young Talents” was held at the Longbon Resort in Beitou, Taipei. 「100年國際事務青年人才培訓計畫」行前學習分享營活動,4月9日在龍邦僑園會館舉行。 Translated by Marie Foley
In accordance with President Ma Ying-jeou’s policy of broadening the worldview of young adults and training them for international affairs, 109 students have completed an international training program over the past two years. As the program enters its third year, that number is expected to double. On April 9, students began a three-day orientation session for “The 2011 International Affairs Training Program for Young Talents,” which is organized by the OCAC and other government agencies.
配合馬總統「萬馬奔騰」政見,開拓青年國際視野、培育國際事務人才,兩年已培育出109位國際青年,今年邁向第三年預計再培育109位青年,由僑委會及相關部會舉辦的「100年國際事務青年人才培訓計畫」,4月9日一連三天舉辦行前學習分享營活動。
“The International Affairs Training Program for Young Talents” selects young adults to travel to the United States during summer vacation. The students attend courses and intern at overseas institutions and compatriot organizations to increase their understanding of political, diplomatic, military, cultural, and compatriot affairs. By combining academics with practical experience, the students develop the tools they need to maximize their learning experience.
國際事務青年人才培訓計畫主要為甄選國內青年赴美國暑期進修,並於研習期間深入駐外機構及僑社觀摩學習,增進學員對政治、外交、戰略、文化及僑務等海外事務的接觸與瞭解,以結合學術理論與實務經驗,提升整體研習效益。
According to OCAC Minister Wu Ying-yih, this year more students came from central and southern Taiwan than in the previous two years; this increase reflects a more balanced geographic representation of students and is more in line with the international affairs training program President Ma envisioned. Minister Wu encourages the students to study hard and be good ambassadors of Taiwan while they are abroad. He hopes they can incorporate what they learn into their daily lives and increase Taiwan’s competitive edge.
僑委會委員長吳英毅表示,今年來自中、南部學員人數較前兩年為多,顯示人才分布更為平均,更符合馬總統萬馬奔騰人才培訓的精神,期勉學員在國外努力學習、做好國民外交,回國後能以國際視野處事,提升自己的能力,也提高國家競爭力。
The Ministry of Foreign Affairs’ Department of North American Affairs Director-General Bruce Linghu remarked that foreign affairs encompass a wide range of issues that are constantly in flux. Taiwan has adopted a policy of flexible diplomacy, aimed at strengthening Taiwan’s economy and security, and increasing Taiwan’s interactions with international organizations, such as the World Health Organization. While in the United States, Director-General Linghu hopes the students will interact with the local people and the overseas compatriot community, and tell them about tourism, economic advances, and democratic developments in Taiwan over the last 20 years.
外交部北美司司長令狐榮達也表示,外交事務範圍廣大且千變萬化,目前外交政策為活路外交、強化經貿及安全戰略位置、加強與國際組織如WHO等互動關係;希望學員這次到美國後,多與主流社會及僑界人士接觸,推廣台灣的觀光資源及飲食文化,介紹台灣的經濟發展狀況,並宣揚台灣近20年來在民主政治上的努力及發展。
HsiaoYun-chun, a journalism student at National Chengchi University, believes that her interest in international affairs and her ability to integrate what she has learned helped her win a spot in the program. She is confident that the experience abroad will open up her worldview.
政大新聞所的蕭韻純表示,因為對國際事務有興趣,並能結合所學,極力爭取參加資格,相信回來後對自己的國際視野會有幫助。
Lin Te-chiang, a political science major from National Taiwan University, is grateful for the opportunity to intern at government overseas offices. In order to win his spot in the program, Lin frequented the official websites of the Ministry of Foreign Affairs and the OCAC. Lin also read the bilingual news in “Macroview Weekly.” These resources helped him develop a solid foundation in foreign affairs and overseas compatriot affairs.
台大政治系的林德強也表示,很高興有這樣的機會到駐外單位實習,為了爭取這個機會,他常上外交部及僑委會的網站,並閱讀宏觀周報的雙語新聞,讓自己對外交及僑務工作有基本的認識。
This year’s crop of 109 students was divided into nine groups, which focused on areas such as international affairs, leadership training, and Chinese language, before traveling to six different regions in the United States to begin their internships. Before the students left on their journey, they were joined by students from last year’s program, who shared their experiences, and they were invited to discussions held by the Ministry of Foreign Affairs and the OCAC. Not only did this allow the students to bond as a group and start an exchange of ideas, it better equipped the students for the challenges that await them.
今年共計錄取109位學員分為9組,包括國際事務課程、領導訓練課程、華語文課程及啟發培訓課程等,將分配到美國6個地區實習;行前學習分享營除邀請去年受訓的學員來分享經驗,並安排至外交部與僑委會舉辦座談,以達到建立團隊、經驗交流的目的,並讓學員們能了解現況,並做更充分的行前準備。
